The Key Finding: Variation Matters More Than Averages

The most important finding is not the 3-point average difference — it is the enormous variation within each group. The best charter schools outperform the best district schools. The worst charter schools underperform the worst district schools. Knowing a school is a charter tells you very little about its quality.
